Quality assurance in academic setups has remained a major cause of concern for leaders, managers, experts, faculty, and students. The desire to measure and estimate institutional and pedagogical standards has been one of the reasons for the failure of statistical gauges employed to ascertain quality. The emphasis on outcome as against impact, achievement as against accomplishment, standardization against standard, and goal as against objective has also contributed to the absence of right quality assurance models.

The Quality Enhancement Cell at Abasyn University Peshawar is committed to continuous improvement. It focuses on developing a ‘quality’ culture in higher education in the university. It aims to regularly assess and review the performance of academic programs in the university based on the national and international parameters of quality and excellence in teaching and research. The Quality Enhancement Cell is responsible for planning, coordinating and following up on the self-assessment (SA) activities in accordance guidelines set by the Higher Education Commission, Islamabad.

FUNCTIONS OF QUALITY ENHANCEMENT CELL

  • The Quality Enhancement Cell (QEC) is to be headed by a Director reporting directly to Vice Chancellor. He is to be the correspondent with the outside bodies.
  • QEC is responsible for promoting public confidence that the quality and standards of the award of degrees are enhanced and safeguarded.
  • QEC is responsible for the review of quality standards and the quality of teaching and learning in each subject area.
  • QEC is responsible for the review of academic affiliations with other institutions in terms of effective management of standards and quality of programs.
  • QEC is responsible for defining clear and explicit standards as points of reference to the reviews to be carried out. It should also help the employees to know as to what they could expect from candidates.
  • QEC is responsible to develop qualifications framework by setting out the attributes and abilities that can be expected from the holder of a qualification, i.e. Bachelors, Bachelor with Honors, Master’s, M. Phil., Doctoral.
  • QEC is responsible to develop program specifications. These are standard set of information clarifying what knowledge, understanding, skills and other attributes a student will have developed on successfully completing a specific program.
  • QEC is responsible to develop quality assurance processes and methods of evaluation to affirm that the quality of provision and the standard of awards are being maintained and to foster curriculum, subject and staff development, together with research and other scholarly activities.
  • QEC is responsible to ensure that the university’s quality assurance procedures are designed to fit in with the arrangements in place nationally for maintaining and improving the quality of Higher Education.
  • QEC is responsible to develop procedures for the following:
  • Approval of new programs
  • Annual monitoring and evaluation including program monitoring, faculty monitoring, and student’s perception.

  • Employer feedback
  • Quality assurance of Master’s, M. Phil. And Ph. D. degree programs.

Self Assessment Procedure

Self Assessment is an evaluative exercise conducted by the institution to assess whether academic programs meet their educational objectives and outcomes. The aim is to improve the quality of these programs, enhance student learning and establish acceptable norms of reliability and validity in the university’s certified output. The Self Assessment of academic programs is conducted by Program Teams constituted by the concerned Dean of Faculty. The Assessment Team is constituted by the Vice Chancellor of the University.

Deans nominate senior faculty members in departments working under them as coordinators to supervise the effective and timely completion of Self Assessment Report and other documents within given time frame. Deans in consultation with the HOD nominate faculty members for the Program Team (PT). Each PT is responsible for the timely completion and submission of the Self Assessment Report and other documents of one academic program.

The Quality Enhancement Cell arranges orientation and training sessions for the Program Teams for effective handling of QA procedures.

Program Teams liaise with the Quality Enhancement Cell through its coordinator. Soft and hard copies of Self Assessment Report and other documents of academic programs are submitted by the Coordinator to the Quality Enhancement Cell with the approval of HOD/Dean according to the time line suggested by Quality Enhancement Cell.

PROGRAM TEAM


PT is a group of 2-3 professionals being nominated by the head of the department in consultation with the Dean. It is to be headed by a coordinator.It is the back bone of entire self assessment activity and is responsible for preparation of Self Assessment Report (SAR) and acts as a contact/focal group during the period of assessment process.>

RESPONSIBILITIES OF PT

Compiling the report by responding to each criteria/ standards given in the Self Assessment Manual and integrating the collected information / feedback Collecting relevant data on faculty, students, libraries, laboratories and infrastructure Getting SA Performae filled by faculty, students, alumni and employers Writing summaries of feedback received through Performae.Analyzing the feedback and drawing conclusions Writing a foreword giving brief history of the program, particulars of the PT, date of starting/ finalizing report writing The report is to be signed by the coordinator of the program team.

ASSESSMENT TEAM (AT)

It is a group of professionals who will review the SAR prepared by the PT, visits the department and submits its findings in the form of a report (AT Report).The AT comprises of 2-3 professionals taken from within or outside the University and it must have at least one expert in the area of the assessed program.

RESPONSIBILITIES OF AT

Check completeness of the SAR as per SA manual Look at the comprehensiveness / relevance of responses to various criteria and standardsVerify and authenticate the data / information given in SAR Confirm/affirm the summaries of the feedbacks/ surveys made by the PT Review the conclusions drawn by the PT from the feedbacks / surveys. Carry out rubric evaluation of SARLi st down the findings from the assessment exercise Write down the AT report on the prescribed format for further submission to QEC.
